I think definition of neoliberalism ideally should be a flexible big-tent liberal ideology that wage from Marcon to mark rutte to tony blair and Michel Bloomberg when government play little role but involvement when is necessary like correct Market failures and promote market-driven policies and Market-driven refoms souch Deregulation of zoning laws and housing

Neoliberal trend be pragmatic and Centristic while also Bering loyal on free-market liberalism

I trend also called this definition of neoliberalism "centrist Market liberalism
